Then, they will then elect their own Captain, who will mail in a memorandum to Cap on the conduct of two of his Sentinels. Cap will then authorize this Captain to appoint those two Sentinels as Lieutenants under him, and when they do, Cap will send a gold certificate of merit to that group. |
