Synopsis Crooks hold an old man hostage for ransom but he smuggles out a code written in tick tack toe games. Steve Rogers and Bucky come across gangsters accosting a garbage collector and they change to their costumes and make short work of them until one of them spooks the garbage collector's horse and the horse takes off with Bucky on top of the wagon. Cap abandons the crooks to rescue Bucky and Bucky finds the newspaper with the code on it. Bucky puzzles out the code and realizes that it is an address. Cap and Bucky arrive just in time as the crooks were planning on killing the man now that they had received their ransom money. Cap and Bucky defeat the crooks and save him.
