In recent days Cap has seen and heard advertisements on TV and radio -- accusing the star-spangled avenger of being a reckless vigilante and unworthy of the public's trust. The Living Legend is taken aback by the negative ads and seeks out the organization responsible: the Committee to Regain America's Principles. Why is this group with its leader, Quentin Harderman, coming after Captain America? Inauspiciously, Cap's pursuit of the answer must wait once the Tumbler appears! And wait even longer when the battle vs. the Tumbler takes a deadly turn! Meanwhile, the Falcon seeks help from the Black Panther in upgrading his fighting gear. First (cameo) appearance of Lloyd Bloch (aka the first Moonstone). Cameo appearances by Sharon Carter, Leila Taylor, and Contessa Valentina Allegra de la Fontaine. (Notes: The Tumbler previously appeared in Tales of Suspense #83. The letters page includes a letter from writer Charles Hoffman.
