The Penguin, operating out of a hideout he considers fool proof, police proof and Batman proof, concocts a scheme in which he freezes a person, then sends a box with the body to relatives for the payment of a certain sum of money to safely have them restored to life in the Batman and Robin tale "The Temporary Murders!" by Don C. Cameron and Dick Sprang. Plus: Three-Ring Binks in an untitled story by Jack Farr; Slam Bradley in "Veteran in Villainy!" with art by Howard Sherman; Air Wave in "Caution...Handle without Care!" with art by George Roussos; and The Boy Commandos in "The Locusts of Lohan!" with art by Louis Cazeneuve (not by Simon and Kirby, despite the listed credits). Also: Billy Brand 1-pager; 2-page text story "The Refugees" by Stan Carter; and The Boners 1-pager by Lit-Win. 52 pages, full color. Cover price $0.10.
