A detective in the "Federal Anti-Swindle Bureau" describes the con job known as the "option swindle," which tricks suckers into buying back an option on their own land. When a judge is targeted for death, a detective figures out who's behind it: the last person anybody would have suspected. Not your typical crime-comics story. A small-time hood named Lippy still knows enough to bring down a major organized-crime syndicate. A detective flies out to Skull Lake to investigate killings that seem to be the work of a lake monster. Crime kingpin Al has a habit of crumpling up paper when under pressure, which proves to be his downfall. Killers make a profit by ramming and hijacking cargo trucks on the highway. Eddie is torn between being a cop like his father, or going into the ring to make it as a boxer. A former state legislator on Death Row asks to speak to the detective called Crime Smasher and makes a final request. First issue with the Comics Code seal on the cover. Having temporarily survived the Comics Code, the new title logo emphasis "Justice" instead of "Crime."
