At a children's circus benefit, Captain Flash reveals how "cobalt rays" gave him the ability to create "miniature atomic blasts" in his body that give him super-powers. Joined by Ricky as a teen sidekick, he decided to become Captain Flash to battle evil. Another fun character in this series is Tomboy, a teen girl whose family has no idea that she's also a motorcycle-riding crimefighter and action girl. Tomboy battles the Claw, who schemes to cause a jetliner crash as a distraction for a museum robbery. A strange creature emerges from mirrors to fatally drain scientists of their silicon, so Cap Flash and Ricky try to send it back to its mirror dimension.
