"Graft in Concrete!", art by Jack Davis; Hornsby gruffly enters the Mayor's office planning to threaten the Mayor to get the road contract he was after, but the Mayor tells him the City Council will vote on that at the regular meeting; a member demands the new road also go through his town cemetery. "Joker!" text story by William M. Gaines. "Half-Way Horrible!", art by Sid Check; a voodoo witch doctor story. "Hook, Line, and Stinker!", script by Bill Gaines (co-plot) and Albert B.
