Sad-eyed supervillain The Weeper returns to face Bulletman, Bulletgirl, and their new ally Bulletdog. Final appearance of the original Weeper (not counting the Old West version). The strange villain called The Waxer captures Bulletgirl, in a story with some bondage art. Eccentric inventor gone wrong The Crackpot looks like a Dick Tracy villain and has dangerous devices.
